Shortly before the UK returned Hong Kong to China on July 1 1997, the colony’s last governor, Chris Patten, phoned Jimmy Lai to offer him and his family full British passports.

Mr Lai, who founded Hong Kong’s most popular and courageous pro-democracy newspaper, the Apple Daily, remembers his reaction: “Sure, why not?”
