Vladimir Putin’s acceptance of an invitation this week from Russia’s dominant United Russia party to head its list of candidates for parliamentary elections in December showed how he plans to remain in power, even after he steps down as president next year.
It also cast a light on the workings of Russia’s labyrinthine electoral rules. It turns out that Putin does not actually have to enter parliament – even if he leads United Russia to a glorious victory, which is the outcome everyone expects.
