Even within the shadowy world of Chinese politics Liao Hui is a mysterious figure.

As director of the Hong Kong and Macao Affairs Office, Beijing’s main administrative interface with the two territories, Mr Liao is supposedly the public face administering the doctrine of “one country, two systems”. But he rarely appears in public and has never been interviewed by either the international or domestic media.
