Congress poised to approve spending bill

Congress was poised to pass a mammoth spending bill including $70bn for US military operations in Iraq and Afghanistan, ending a months-long standoff with the White House.

The legislation would represent a partial victory for President George W. Bush if Congressional Democrats abandon efforts to set a timetable for withdrawal from Iraq and accepted a federal spending limit set by the White House.
