Humbled EU leaders scrap constitution deadline

European leaders put the EU constitution on ice on Thursday, scrapping the 2006 treaty ratification deadline to allow time to rebuild the shattered faith of citizens in the union

“There has not yet been agreement reached on how long a period of reflection should last,” said Douglas Alexander, Britain's Europe minister, reflecting disappointment at the messy outcome of Thursday night's talks at a summit in Brussels.
