Big energy companies determined to resist £1bn fuel poverty plan

Ministers are struggling to persuade the six largest energy companies to sign up for a £1bn fuel poverty package which the government wants to announce later this week.

Baroness Vadera, the business minister who was one of Gordon Brown's most trusted advisers at the Treasury, was drafted in to the negotiations after the four foreign-owned energy companies refused to commit to voluntarily handing over the funds.
