Health service deficits caused by rapid hiring, Hewitt claims

Overspends in the National Health Service have been partly caused by taking on too many staff too quickly, Patricia Hewitt, the health secretary, has said.

Appearing before the Commons health select committee yesterday she again said she would take "personal responsibility" for the NHS as a whole breaking even this year.
