Bush and Europe's federal deficit

George W. Bush has been doing plenty of reading since his re-election. He has quoted Albert Camus, the French existentialist, and accounts of his predecessor Benjamin Franklin's European tour written by John Adams during his visit to Brussels.

But the US president has also been taking an interest in the European Union constitution, which some proponents see as a foundation stone for federalism.
