Wary Brown unlikely to spring big green taxes out of the blue

Gordon Brown yesterday took one big message from Sir Nicholas Stern's report into the economics of climate change: that the issue can be seriously confronted only if there is concerted international action to tackle global warming.

Even so, the publication of so high-profile a report throws a spotlight on a hot political question closer to home: will the chancellor now move to raise green taxes in his pre-Budget report in four weeks' time?
