A US Senate committee on Thursday delivered a blow to President George W. Bush by taking the rare step of not recommending his nomination of John Bolton as ambassador to the United Nations.
The foreign relations committee voted 10-8 on party lines to send Mr Bolton's name to the Senate floor. But the committee voted not to endorse the nomination. The compromise was aimed at salvaging the nomination, which was threatened by the defection of a Republican, but it leaves Mr Bolton's prospects uncertain.
