Robert Gates waged war on the US defence industrial complex in April by launching reforms to a Pentagon procurement system that many experts blame for spiralling weapons costs.

The Pentagon chief was shifting his focus to the beleaguered acquisitions process, after spending his first two years preoccupied with Iraq. Crucially, he had the support of President Barack Obama, the new commander-in-chief, who pledged reform in his presidential campaign.
