Irish poll delivers big blow to EU morale

From London and Paris to Athens and Bucharest, not one of the European Union's 27 national capitals felt anything but dismay and confusion yesterday at the Irish rejection of the Lisbon treaty.

The No vote not only blocks the adoption of institutional reforms, such as the creation of a full-time president and a fully fledged EU diplomatic service.
