Child poverty drive enlisted to fight recession

Action to end child poverty on Monday relied on an uneasy combination of portentous but uncosted promises and the bringing forward of previously announced measures.

By making two separate payments for children earlier than usual, ministers are co-opting the campaign to help poor families, as a helpmate in the wider anti-recession drive whose centrepiece is a fiscal boost early next year.
