If Barack Obama’s visit to Canada on Thursday will set the tone for US foreign policy, his presidency is likely to involve wading through a lot of detail about international trade rules for government procurement.
Mr Obama, who is following established protocol by choosing Ottawa for his first trip abroad, has to tread a fine line between assuaging a domestic constituency concerned about the effect of trade deals on US jobs and soothing international fears about setting off a global trade war.
