SNP unveils plan to scrap council tax

The Scottish government set out its intention on Wednesday to replace the unpopular council tax with a local income tax of 3p in the pound.

Alex Salmond, first minister, said he would push ahead with legislation, even though the income tax plan has been widely criticised by business groups and trade unions.
