If you walk on a Saturday or Sunday morning through the parks in Dar es Salaam frequented by prostitutes, the ground is littered with used condoms, observes Herman Lupogo, head of the Tanzania Commission for Aids. For Maj Gen Lupogo, this indicates that his five-year campaign to educate the public about HIV/Aids is taking effect.
The women would not have the power to insist clients wore a condom, he says, so evidence of their use implies that the male population is at last taking note.
