Essex council plans to open own bank

Essex county council will begin drawing up plans on Monday to establish its own public sector bank to make up for declining private sector funding of small businesses.

Lord Hanningfield, leader of the council and the Conservative party’s shadow transport and local government spokesman, said he hoped to raise £50m ($76m, €60m) to support a “community bank” with funds from the council, the local health and police authorities, and possible EU and regional development agency assistance.
