Rebels force Clarke to rethink terror bill

The worst Commons rebellion since the prime minister took office forced the government into a climbdown on its counter-terrorism bill on Wednesday.

Tony Blair’s majority was reduced to one when Labour rebels joined opposition MPs in calling for a significant tightening of the definition of a new offence of encouraging or inciting terrorism.
