Royal Mail should be allowed to raise capital from the private sector to gain access to the funding and expertise it needs to preserve the one-price-goes-everywhere delivery, the postal regulator has said.

The post office network should also be demerged from Royal Mail as a separate business, financed by the government without any input of private capital, the regulator says.
