Sir, Max Hastings raised many important issues in his commentary (“It is time for hard choices on defence policy”, July 1) on the recent defence and security report from the Institute for Public Policy Research, as did the report itself. However, one key point was missing from both, which leaves all other arguments about defence on shaky foundations.
