ADB casting around for a new role

When Haruhiko Kuroda, formerly Japan’s top financial diplomat, was proposed to head the Asian Development Bank three years ago, a vote was organised to decide whether to install him.

But there was a catch: though Mr Kuroda was “unanimously” voted into the post, he was actually the only choice on offer.
