The Bush administration on Tuesday began moving towards normal relations with North Korea – a country it had labelled part of the “axis of evil” – in a sweeping and potentially historic deal over Pyongyang’s nuclear weapons programme.
Under the early-morning deal, which cemented China’s emergence as a significant power-broker on the world stage, North Korea agreed to close down its main nuclear reactor within two months and allow international inspectors to verify the process.
