Germany's deficit divides EU finance ministers

European Union finance ministers were last night split on whether to let Germany break the EU's deficit limits because of the costs of the country's 1990 reunification.

Hans Eichel, German finance minister, insisted that the country's historic burden had to be taken into account, as ministers raced to draw up a more flexible stability and growth pact.
