European foreign ministers yesterday called on Hamas to acknowledge Israel's right to exist and to renounce violence or face a reduction in the €500m a year the European Union channels to the Palestinians.

But, privately, EU officials said their freedom of manoeuvre was limited by the Palestinian Authority's deep financial problems and the risk that greater isolation would only further radicalise the militant Islamic group.
