The European debate would benefit from engaged citizens

Sir, Andrew Moravcsik ("Europe works well without the grand illusions," June 15) is correct to argue that, in spite of the French and Dutch referendums, the European Union has reached a constitutional settlement centering on the single market, single currency and enlargement.
