Tony Blair may be obsessed with his legacy but the government as a whole might be expected to be at least as interested in achieving a new pensions system that will last.

It is this that has made the ferocity of the dispute over the affordability of the Pensions Commission proposals in the short term - between 2010 and 2020 - all the more remarkable.
