Canada’s Liberals issue carbon tax plan

Canada’s main opposition party, the Liberals, released details of a carbon tax proposal on Thursday that would reduce income taxes and instead tax energy consumption in an effort to reduce emissions.

Liberals see the environment as a weakness of the Conservative government, whose leader Stephen Harper has avoided big environment policy changes.
