The escalating budget dispute between Network Rail and its regulator has entered a new and more serious phase, with the disclosure yesterday that the two sides have met the Competition Commission, which rules on financial settlements between the two.

It also emerged that Network Rail had appointed legal and economic advisers, in a sign that the battle is growing more intense.
