Afghan civilian death toll rising

Civilians are bearing the brunt of the spiralling violence in Afghanistan, with the Taliban increasingly targeting non-combatants, according to a report by an international rights group.

The Taliban and other militants were carrying out war crimes, Human Rights Watch said on Monday, and suicide attacks were killing eight times as many civilians as combatants. The Taliban was responsible for more than 60 per cent of civilian deaths, it said.
