Tuition fee review linked to access for the poor

Any increase in university tuition fees must be linked to widening access to ensure that poorer students are not priced out of higher education, Lord Mandelson, business secretary, said yesterday.

"I do not believe we can separate the issues of fees, access and student support," he said in a lecture at Birkbeck College, London, his first speech since higher education was brought into his departmental remit.
