Hurricane Gustav was still thousands of miles from the US Gulf coast when Louisiana governor Bobby Jindal held his first news conference about the approaching storm last Thursday.

At his side was David Paulison, administrator of the Federal Emergency Management Agency (Fema), and Michael Chertoff, director of the Homeland Security department.
