Salvaging Europe’s constitution was always going to be a tough job for Angela Merkel, German chancellor. If Ségolène Royal becomes president of France summer, that task will becomemore daunting.

Chancelleries in the capitals have waited for months to learn what the delphic Ms Royal thinks about Europe. Now some are dismayed by what they are hearing.
