Stable cashflow is the key requirement

Just because it looks like infrastructure, that does not mean that it is infrastructure. And some projects that do not immediately appear to be infrastructure may well qualify as investments that are highly suitable for infrastructure funds.

What differentiates infrastructure assets is not their physical but their financial attributes. The central requirement is cashflows that are reasonably stable and predictable for at least, say, ten years into the future.
