Stamp duty changes seen as 'plaster'

Richard Lambert, director-general of the CBI, captured the mood of the housing industry yesterday when he warned that the changes to stamp duty would come at a cost and "may turn out to be largely symbolic".

No one was under any illusion that the measures were a panacea. They were described as a "sticking plaster" by both the Federation of Master Builders and the National Federation of Builders.
