Infrastructure: Crisis tests zealous plans

Last month, as the unfolding dimensions of the US financial crisis made it clear that there would be no easy escape for Mexico’s economy, President Felipe Calderón gave a televised address in which he placed infrastructure at the centre of the government’s anti-cyclical policy for next year.

“Instead of reducing infrastructure spending, we should look to increase spending on public infrastructure to be able to stimulate growth and employment,” he said.
