Services at top of UK election agenda

Gordon Brown, the UK prime minister, on Monday set out his stall for the country’s next general election, with a set of policies circumscribed by the fact that his government is grappling with rising public debt.

Mr Brown set out his vision of a post-recession society in a document entitled “Building Britain’s Future”, which he hopes will serve as the basis for the ruling Labour party’s manifesto for an election that must take place within a year.
