Brussels says yes to Bulgaria, Romania

Bulgaria and Romania were on Tuesday cleared to join the European Union on January 1 but only under the toughest conditions ever imposed and amid signs that this could be the EU’s last expansion for many years.

The news was greeted with relief in the two Black Sea states but with a sense of foreboding and recrimination elsewhere in Europe, where the public mood has turned against the enlargement process.
