The US is pushing for a phased international response to the Russian-Georgian conflict, beginning with aid for Georgia to rebuild its economy and continuing with measures targeted against Russia.

The announcement of US aid for Georgia is expected to be linked to the visit by Dick Cheney, the vice-president, to Tbilisi this week.
