Paternalistic state’s failure

Kuwait produces some of the most spirited controversies in the Gulf. But it outdid itself last week when two disgruntled investors managed to get a court order to shut down the plummeting stock exchange.

As traders celebrated, others in business and government were outraged. They had not anticipated the decision, and they doubted that it would do much good.
