EU sees US as biggest obstacle on climate

In May, José Manuel Barroso, the European Commission president, touted America’s apparent progress in cutting vehicle emissions as he sought publicly to nudge China and its premier, Wen Jiabao, into the fight against global warming.

China and India were seen then as the countries most likely to hang back on commitments to curb greenhouse gas emissions.
