Brown vows to fast-track reform

Gordon Brown on Wednesday pledged to fast-track new legislation to create an independent body to regulate parliament as he unveiled a package of reforms to the democratic system, which he hopes will give new momentum to his crippled administration.

The prime minister will also bring forward proposals on reforms to scrap Westminster’s traditional “first past the post” electoral system and accelerate plans to reform the unelected upper chamber, the House of Lords.
