President Mikheil Saakashvili launched "a new wave of democracy" yesterday to strengthen Georgia as it approaches the anniversary of the disastrous war with Russia last year in which it lost control of a fifth of its territory.
The move, following three months of opposition protests in Tbilisi, appeared partly designed to deflect criticism from Washington as Joe Biden, the US vice-president, heads to Georgia this week for talks expected to focus on political reform.
