CO2 fines might be waived in freeze

Penalties imposed on business for excess greenhouse gas emissions could be waived to avoid plant closures if there is a shortage of gas this winter, the energy minister has said.

Business has been pressing for the waiver, which would allow heavy energy users faced with a squeeze on gas supplies to switch to "dirtier" fuels such as oil, rather than close their plants, without being fined for breaching limits on carbon dioxide emissions.
