Tories face dilemma on debt details

David Cameron on Friday promised a “massive culture change” to tackle Britain’s rising debt mountain. The Conservative leader’s challenge between now and the election is to warn voters about the problem while giving away little detail on how he would tackle it.

As a keen student of political history, Mr Cameron is well aware that parties that announce detailed tax and spending plans before an election tend to have years in opposition to rue their mistake.
