World Bank study attacked for focus on red tape

A flagship World Bank study ranking countries on the quality of their regulatory environment has been criticised for focusing too narrowly on encouraging countries to scrap red tape.

The bank’s Independent Evaluation Group said the “Doing Business Indicators” painted only a partial picture of the factors affecting a country’s investment climate.
