The costs of delivering sustainable communities can look impossibly large from the outset, as John Prescott, the deputy prime minister, was ready to admit two years ago when he launched his national plan in the House of Commons two years ago.

“The amount of money needed for schools, hospitals and social infrastructure is quite phenomenal,” he told MPs.
