Multinationals unsettled by surprises

The chancellor pleased small businesses with a raft of measures aimed at culling red tape while unsettling big business with his unpleasant surprises for oil companies and multinationals.

Sir Digby Jones, CBI director-general, said business would applaud Mr Brown's long-term policies to cut regulation and inspections, raise the skills of young people and maintain macroeconomic stability.
