The Asian Development Bank faces a revolt over plans to transform its mission after several governors said it risked losing sight of its poverty-reduction mandate and was moving into areas already covered by other multilateral institutions and the private sector.

At the bank’s 40th annual meeting, governors severely criticised a report, published last month, setting out plans for radical reform of the ADB in response to Asia’s economic progress and abundant capital.
