Immigration reform tops Republicans’ list

President George W. Bush and Republicans in Congress have put immigration reform at the top of the list of steps they can take to boost their standing among voters before the midterm elections in November.

But even before the Senate gave final approval to a comprehensive immigration reform package on Thursday, party leaders were warning about the tough work that lay ahead as they tried to find a compromise between that version and one approved in the House of Representatives last year.
