Move likely to have only limited effects

Gordon Brown talked up the likely effects of the government's package of help for the housing market. "Homeowners know we will do everything we can to keep the market moving forward," the prime minister insisted yesterday.

But his chancellor, Alistair Darling, was more cautious on the likely effect of the package of temporary reductions in stamp duty, limited help for some first-time buyers, and increased support for those having trouble with mortgage payments.
